County leadership said they did not dispute many of the grand jury’s observations about the road network but disagreed with some of the suggested remedies that would add more studies, committees and administrative steps. Board members and staff discussed pilot approaches such as applying a fog coat on part of Martin Lane to test lower-cost surface treatments and weighing trade-offs between frequency of maintenance and the longevity of higher-cost treatments.
Board members acknowledged the jury’s professional work but emphasized the county’s goal of delivering “meat and potatoes” road repair—direct maintenance and construction—rather than adding layers of governance that could delay work and consume funding. Staff said the county is exploring alternative approaches and identified increased pursuit of grants and revised contracting practices as responses.
The board voted to approve the county’s response and requested staff continue exploring cost-effective maintenance approaches and report back with options.
