Audit Committee Asks RSM to Review New High School Procurement; external school-audit reports clean

The School Board's audit committee told the board on Oct. 7 that it had asked RSM, the district's internal-audit firm, to scope a focused review of the procurement and purchasing procedures for the new high school project.
Jim Daniel, chair of the audit committee, said the superintendent and staff had raised questions about the high-school procurement and asked the committee to authorize a short review. RSM representatives told the board they expect the focused procurement review would require fewer than 40 hours of work and that the effort was already budgeted as part of the audit plan.
Matt Londell, a director with RSM, said the firm was completing a risk assessment and a proposed five-year audit plan and would bring the risk assessment to the audit committee in November. He said the procurement review would check whether the district followed its own purchasing procedures and state procurement statutes.
The audit committee also presented recent external audit work: Tiffany Mangold, an audit partner with Purpose Grama, reported completion of the school internal accounts audit for the year ended June 30, 2025. She said auditors issued a clean, unmodified opinion and did not identify significant deficiencies or material weaknesses. The combined school internal accounts fund balance totaled approximately $6.8 million at fiscal year end, of which about $6.6 million was restricted for student organizations, the firm reported.
Committee members asked the board to authorize RSM to proceed with the procurement review so work could start promptly. Board members present signaled no objection to RSM beginning the scoped work; committee leadership said the firm will present a scope of work and cost parameters to the audit committee and bring updates to the full board through the audit committee process.
Ending: The board and audit committee plan to review the RSM risk assessment at the audit committee's Nov. 6 meeting; the committee anticipates a report back to the board once the procurement review is complete.
