Board recommends small-scale land-use change for Blake Bryson parcel; applicant proposes RV park and public dock

Nassau County planning staff and the county Planning and Zoning Board recommended approval Oct. 7 of a small-scale comprehensive-plan amendment and companion rezoning for a 10.69-acre parcel owned by Blake Bryson LLC.
The applicant proposes changing the property’s future land use from agricultural/commercial to recreation and rezoning from Commercial General (CG) to Recreation Open Space (ROS). Stephanie Kaiser, planner with the Nassau County Planning Department, said the property fronts U.S. 1 near the Florida–Georgia line, contains wetlands, and would be served by private well and septic. "If approved, this project will include a resource based activity in the form of a trail that will lead to a public dock on the St. Mary’s, with a boat lift," Kaiser said.
Courtney Gaver of Rogers Towers, representing the owner, told the board the proposed development would preserve existing wetlands and provide a community recreational amenity (an RV park with a dock and boat lift). Gaver said there would be no new public infrastructure required to serve the development.
Staff recommended approval of both CPA 25‑011 (comprehensive-plan amendment) and R25‑005 (rezoning to ROS), citing consistency with comprehensive-plan policies FL.01.02C and FL.08.06 A–G. The board recommended approval of CPA 25‑011 (motion by Board member Brantley; second by Board member Flick) and the rezoning recommendation later in the meeting (motion by Board member Brantley; second by Board member Erickson). Both recommendations passed by voice vote 5-0.
What’s next: If the Board of County Commissioners approves the amendment and rezoning, future site-plan review will examine required buffers, wetland protections and any state or federal environmental permits for dock and shoreline work.
