The vote came after chair Russell Carpenter said the board should spend its funds on visible capital improvements. "If we're gonna put our district members’ funds into good use where they can see where we're improving our district," Carpenter said, the board should act on items such as decorative corners, signage and tree replacement.
Board members detailed the contract work and related priorities. Carpenter proposed refurbishing the existing shields — crests mounted on downtown buildings that denote regions of Sweden tied to Kingsburg’s heritage — and adding placards or QR codes that would explain the shields’ histories for visitors. He also proposed researching and documenting the series of decorative “dolla horses” downtown so the pieces could include explanatory signage.
Carpenter said several street trees that had been removed for safety reasons remain unreplaced and suggested the BID consider assisting business or property owners with replacement and watering systems. He also proposed allocating modest quarterly funds to help volunteer caretakers cover planting and maintenance costs so appearance is more uniform across the district.
When Carpenter asked for a motion to hire Kingsburg Media Foundation to complete work on "the four corners this year at a budget of $3,389.56," another member seconded the motion and the board voted in favor. After the vote Carpenter said staff should "get stuff ordered and get going." The board did not record further conditions on the contract in the meeting transcript.
The board discussed one corner that lacks an existing planter power feed; a board member noted extra labor and mounting supplies will be needed to bring power to that location. Public-works coordination was identified as a follow-up task before installation.
The board also discussed coordination of holiday decorations, signage, maps and trolley arrangements tied to promotional events, and said it would work with the city’s public-works staff on installation timing and power access.
The board agreed to move forward on the contract and to continue planning for the other improvements at future meetings and via committee work.
