Select Board approves road takings, bonds and contractor-rate changes in series of votes

The Town of Lakeville Select Board approved multiple formal actions during its Oct. 6, 2025 meeting at the Lakeville Police Station, including an order of taking to acquire permanent and temporary easements for several road layout alterations, the competitive sale of bond anticipation notes (BANS), and an update to the town's snow-plow contractor rates for the 2025-26 season.
The board unanimously adopted an order of taking to acquire interests in land needed to complete alterations to the layouts of Myrick Street, Precinct Street, Harrison Avenue, Johnson Drive, Bedford Street and Rhode Island Road and to award damages to affected owners. Town staff said the package covers both permanent and temporary easements (temporary easements were described as five-year periods) and represents the first set of takings in a multi-phase project previously approved at town meeting and funded by prior ballot action.
In a separate vote the board approved documents prepared by bond counsel and awarded the town's $13,825,000 October 2025 bond anticipation notes to Truist Securities, the winning bidder at a competitive sale held Oct. 2, 2025. Town finance staff reported four bidders; Truist submitted the lowest interest bid at 3.5 percent. The notes will mature Oct. 10, 2026, and the borrowing added new-money amounts for several projects including $10 million for the fire-station project, $1 million for Route 79 work, and $25,000 to a window-and-doors project.
The board also voted to adopt revised hourly rates for the town's snow-plow contractors for the coming season, a roughly 10 percent increase proposed by the Department of Public Works to align town contractor pay with MassDOT rates and to improve contractor recruitment.
Other administrative votes taken during the meeting included approval of the Sept. 30, 2025 meeting minutes and a change to the advertised salary range for the assessor position (the board approved amending the posted range and directing staff to update the job posting as discussed during the meeting).
