City Council leaders, unions urge No vote on ballot proposals 2, 3 and 4, say measures would strip local land‑use power

At a news conference, Speaker Adams and a coalition of City Council members and union leaders urged New Yorkers to vote no on ballot proposals 2, 3 and 4 on the Nov. 4 ballot, saying the measures would remove the City Council’s required vote on development decisions and weaken communities’ ability to secure affordable housing, neighborhood investments and union jobs.

“Those of us who are here today are pro housing,” Speaker Adams said. “But this is what is at risk from Mayor Adams' misleading ballot proposals 2, 3, and 4 because they eliminate communities power from their elected representatives required votes.”

Speakers said the council’s land‑use review and negotiation process — which they described as a tool for securing community benefits such as parks, schools, transit improvements and deeper affordability — would be undermined if the charter changes pass. “When a when the city or a private developer wants to gain approval to develop in our neighborhoods, we still have the ability to work and negotiate with them,” Speaker Adams said, citing examples of projects…
