3) Vacation of Lynchburg Avenue (paper street) Motion: Direct the county administrator and county attorney to work with Providence Bible Ministries and Providence Bible Day Center LLC to sign the site plan and prepare a quitclaim deed to vacate approximately 0.328 acres known as Lynchburg Avenue. Mover: Mr. Adams Outcome: Approved (voice vote).
4) Finance director hiring panel appointment Motion: Appoint a board member to serve on the finance director hiring panel; Mr. Adams to serve as primary and Mr. Martin as alternate if needed. Outcome: Approved (voice vote).
5) Holiday leave (employee manual amendment) Motion: Amend employee manual to designate Christmas Eve as a full eight-hour holiday moving forward (county practice for Saturday/Sunday observance to be applied as usual). Mover: Mr. Martin Outcome: Approved (voice vote).
6) Closed session and certification Motion: Enter closed session under provisions of the Code of Virginia pertaining to public-safety-sensitive information and computer/IT security; board later certified by recorded roll-call vote that only permitted matters were discussed. Outcome: Motion to enter closed session approved (voice vote); certification passed by roll-call vote (aye votes recorded from supervisors on the roll call).
