Commission approves preliminary condominium plat for Marcus Center Phase 1, 255 units

On Oct. 2, 2025, the South Salt Lake Planning Commission unanimously approved a preliminary condominium plat for Lot 1 of the Marcus Center Subdivision, 55 East Haven Avenue, which the staff presentation identified as phase 1 of a four‑phase Marcus Center development.
Planner Spencer Cawley told commissioners the lot is just under 3 acres and the phase includes the first 255 residential units and 470 parking stalls, plus private and public amenities and site infrastructure. Cawley said the proposed condominium plat complies with the Housing and Transit Overlay and the Marcus Center master development agreement and complies with Utah Code Chapter 57-8 (Condominium Ownership Act) because it includes the required diagrammatic floor plans, common and limited common areas, and a proposed master owners association or other management entity approved by the city attorney.
Cawley summarized prior steps in the project review timeline: planning commission preliminary subdivision approval on April 17; a planning commission recommendation in June on the overlay that led to ordinance 2025-32; city council adoption of resolution 2025-18 authorizing the mayor to execute the development agreement and ordinance 2025-41 amending the zoning map in August; and recordation of the master development agreement on Aug. 27.
Staff said conditions for final condominium-plat approval include recording the Marcus Center subdivision plat, recording cross-access easements required for the site and recording CC&Rs. Staff recommended approval based on findings, conclusions of law and the conditions listed in the staff report.
Commissioner Peschmitt moved to approve the application by Blazer Ventures on behalf of South Salt Lake Affordable Phase 1 LLC for a preliminary condominium plat for Lot 1 of the Marcus Center Subdivision at 55 East Haven Avenue; Commissioner Spencer seconded. The motion passed unanimously.
A commissioner who spoke during discussion praised the project team and the public–private partnership; staff noted the condominium plat does not alter requirements established in the master development agreement or the subdivision conditions that must be satisfied prior to final plat approval.
The commission’s approval establishes the preliminary condominium plat and the list of conditions the applicant must satisfy before staff will issue final condominium-plat approval.
