County staff say silt-fence breach at US-29 storage site was contractor issue; county incurred no expense

Amherst County staff reported a silt-fence break during a rain event at a storage facility site along U.S. 29; staff said the county worked with the contractor and VDOT and has a bond in place should corrective work be required.
Supervisors discussed a rain-related erosion incident at the site of a developing storage facility along U.S. 29 and were told the county had not incurred costs for corrective measures.
"There was a break in the silt fence due to that. We have been working with the contractors, to ensure that they're following the sequence of construction," a county staff member explained during matters from the board. The staff member said the county's role is to engage when disturbed dirt moves outside the limits of disturbance and that VDOT and the contractor are the primary enforcement and on-site actors for the project.
The presenter said the contractor had not finished compaction when the rain event occurred and that VDOT placed high-water signs in response. "If that site just sits dormant for the next six months and nothing happens, we have a bond in place to put in corrective measures to ensure stabilization, but no expenses were borne onto the county for that issue," the staff member said.
Supervisors asked whether the county had been apprised of the volume of earth moved on the site; staff said they were aware and that much of the grading was intended to create a level site and an underground storm sewer system to drain to the rear of the property. Staff said the stormwater plan had been approved by DEQ and that the county would coordinate with DEQ if needed.
