Board approves vacation of Lynchburg Avenue paper street for Providence Bible Day Center expansion

The Amherst County Board of Supervisors voted Oct. 7 to vacate a portion of a paper street identified as Lynchburg Avenue to allow Providence Bible Day Center LLC to expand its day care building.
"This is a vacation of a right of way for a paper street known as Lynchburg Avenue pursuant to Virginia code 15.2-2272," Tyler Creasy, a county staff member presenting the item, told the board. Creasy said the applicant—represented in the audience by Dr. Thomas Brooks Sr. of Acres of Virginia—requested vacation of approximately 0.328 acres to accommodate a larger building footprint.
Creasy said VDOT's review did not raise concerns and that county staff would add an Amherst County signature block to the site plan and prepare a quitclaim deed instrument if the board approved the vacation. "Their timetable on a site plan being submitted for actual development is probably about a year out," Creasy said.
Board members asked whether the vacation would affect a nearby historic church building and whether the church would retain access. Creasy and the applicant said the church has its own entrance and that the vacation would not remove the church's access.
A motion to direct the county administrator and county attorney to work with Providence Bible Ministries and Providence Bible Day Center LLC to sign the site plan and prepare a quitclaim deed to vacate the approximately 0.328 acres passed by voice vote. The chair called for all in favor to say "aye," and the motion passed with no opposition recorded on the floor.
