Escambia County committee delays final opioid-abatement awards, seeks more financial documentation from two applicants

The Escambia County Opioid Abatement Committee reviewed applications submitted under its Notice of Funding Availability on Oct. 7, 2025, flagged cash‑flow and documentation shortfalls for several applicants and directed staff to request targeted financial information from two organizations by Oct. 15, 2025.

The committee, meeting virtually and led in part by Angela Jones of the county purchasing office, examined application scorecards and identified several applicants that did not meet the committee's “pass/fail” minimums because of missing or insufficient documentation, particularly around reimbursable cash flow. Committee members said in-kind donations and volunteer hours documented in some applications do not establish a reimbursable cash‑flow basis for grant administration.

Why it matters: the committee is preparing recommendations the county board will consider. Because the total requested funding exceeds available dollars, the committee said it will refine application packages and propose targeted awards or budgeting alternatives — for example, reimbursing mileage rather than vehicle maintenance — before forwarding recommendations to the Escambia County Board for final action.
