Parks board hears updates on Peter's Colony, Spring Lake, North Shore, CAC expansion and other capital projects

Staff updated the board on multiple capital improvement projects: construction progress at Peter's Colony, Spring Lake and North Shore parks; Post Oak Park and Trotter Park design work; a proposed artificial-turf conversion at Jen Chapel; Shadow Ridge trail widening; and Oak Bridal Park nearing council approval.
Parks staff presented a capital improvement program update covering several park projects in design, under construction or nearing administrative milestones.
John (park development manager) reviewed ongoing construction at Peter's Colony (pavilion foundations poured and early water-wall work), Spring Lake (interpretive signage being fabricated) and North Shore (planned structure removal and equipment replacement, with removal tentatively scheduled for late October or November and expected installation within about a month). Staff said the Peter's Colony water wall had both sides poured and that the play-area concrete and surfacing remain to be completed.
Projects in design include Post Oak Park (additional survey and borings needed) and Trotter Park (periodic 70% design meetings; coordination planned with Rock Pointe Church and Toll Brothers regarding parking and drainage and connections to Town Lake development). Staff said the CAC expansion design-selection process is underway to identify an architect.
A proposed conversion at Jen Chapel to a multipurpose field with artificial turf is moving toward council, staff said. Officials discussed a possible timeline: depending on geotechnical borings and design phases, design could be as short as three months followed by a bidding and construction selection phase; staff estimated a combined design-and-construction schedule possibly leading to summer of the next year for field use, but cautioned timeline depends on borings and geotech reports. Staff described that schedule as approximate and contingent on approvals and geotechnical results.
Shadow Ridge trail improvements focusing on widening substandard segments (4'5-foot paths) to a 6-foot standard were presented as phased work set to begin soon. Oak Bridal Park (a 2.009-acre park developed by Toll Brothers and to be maintained by the developer until HOA turnover) was presented with a recommended name to go before council on Oct. 20; remaining tasks include deed finalization, signage and placement of trash cans and benches.
Board members asked about timelines and parking and drainage arrangements related to private-developer interfaces; staff said meetings with Toll Brothers and local churches are scheduled to resolve those items. No formal action was requested; the CIP update was informational.
