Helena City continues analysis of universal curbside green-waste program; rate study due by year end

City staff told the Helena City Commission on Oct. 1 that a cost-of-service rate study will analyze universal curbside green-waste collection and is expected to be complete by the end of the calendar year.
Sustainability and recycling coordinator Jacobson said the rate study will evaluate rolling stock (trucks), bins, staffing and how capital and operating costs would be amortized. “They're doing absolutely everything. They're doing the rolling steel, which is the trucks, the bins, how that's going to look, what it's going to look like, and then how we can amortize that and capitalize everything, for that service,” Jacobson said.
Jacobson said the city identified universal curbside green-waste collection in its strategic plan for waste reduction and that staff intends to return to the commission early next year with cost estimates and program design once the rate study is complete.
Why it matters: Universal curbside green-waste collection would increase diversion from landfill and require capital investments; the rate study will determine potential rate increases, assessments or subscription models for residents.
