Commissioner Dylan (maker of motion) proposed that meeting minutes be produced verbatim rather than the current synopsis format. Supporters said verbatim minutes would reduce recurring disputes over what the record contains and improve accessibility for community members who cannot watch lengthy video recordings. Opponents and some staff cautioned about workload and turnaround time; Maui County staff told commissioners that counties with dedicated transcription teams can produce verbatim minutes but that the Office of Elections should first evaluate resources.
After debate, commissioners approved a separate, limited motion directing staff to provide a cost estimate and timetable for producing verbatim minutes. Commissioners also voted to ask staff to survey and test AI-assisted transcription tools to assess feasibility. A prior amendment explicitly directing staff to explore AI applications passed on a roll call before the larger verbatim motion failed in a later vote.
Commissioners and several members of the public also raised concerns about edited meeting videos and the importance of preserving unaltered recordings for public record. The commission instructed staff to report back with cost/timing information and possible AI vendor options at a future meeting.
