Commissioners give chair authority for energy agreement; approve inmate mental-health contractor and seek records-storage clarification

Carroll County commissioners on Oct. 6 authorized the chair to sign an agreement with Freedom Energy Logistics and approved a contract with an independent contractor to provide in-person mental-health services to inmates, while staff said they still needed clarification about how scanned records are stored.
Executive Director Stevens told the board that Freedom Energy Logistics had requested utility-bill information; staff had provided other requested materials and asked whether the board wanted the chair to have signing authority once the outstanding billing data were supplied. A motion granting the chair authority carried.
On corrections services, the board reviewed a proposed independent-contractor agreement between the county and Right Angle Restorative Counseling and Consulting to provide in-person mental-health services to inmates through 2025. The superintendent had reached out to Prime Care; Prime Care could provide telehealth services, but the superintendent preferred in-person care. The contract would fund up to 12 hours per week at $110 per hour.
Separately, staff discussed a records contract (RecordsForce) that had been provided in scanned form; the presenter said they were unclear where and how the scanned information would be stored—on the county cloud or elsewhere—and asked for clarification. Staff said they would follow up and provide the requested details.
Commissioners approved the chair-signing authority for the energy agreement and moved forward with the mental-health contract; the records-storage question remained open.
