Clawson city administration recommended formalizing its role as the Downtown Development Authority director and the DDA board agreed to develop a clearer, written process for that arrangement.
Administration reminded the board that it had authorized city administration to act as DDA director on an interim basis through Feb. 26 and recommended formalizing the arrangement. Board members said setting clear expectations, a job description and a decision process for hiring or replacing a director should precede any vote to make the administration the permanent director.
Kristen, representing city administration, proposed a path forward: city staff will draft a written description of the director role, outline the decision and hiring process and circulate the proposal to board members. The administration said it would provide its draft by Nov. 5 so members could review and submit feedback before the Nov. 19 meeting. The board discussed using a special workshop or dedicating regular-meeting time to review the draft and agreed to collect emailed input prior to the meeting.
Discussion touched on whether the board should form a subcommittee to draft recommendations or whether the full board should review proposals together. Several members argued for full-board discussion to ensure wide input; others said a subcommittee could prepare a detailed outline for the larger group. City administration offered to research how neighboring communities structure similar arrangements and to share examples.
No final vote was taken at the Oct. 15 meeting; board members set a schedule for review and asked administration to provide written materials by Nov. 5 so the board could discuss and potentially vote in a later meeting.
