Planning Commission restores gas-pump and equipment uses at Robinson Gateway; approves GDP amendment

The Planning Commission on Oct. 16 approved a general development plan amendment for Robinson Gateway that restores previously stricken uses — including gas pumps and equipment sales/rental (heavy and light) — to the list of permitted uses for the project.
Ed Vogler, representing the developer, said the omission of gas pumps and equipment sales/rental from the 2015 approved list was an oversight and that the project is vested for transportation trips through the existing Development of Regional Impact approval. Paige Estagarebia, planner for the applicant, said the requested reinsertion reflects typical permitted uses in the PDMU zoning and that the project is not proposing changes to open space, heights, buffers or approved trip generation.
Estagarebia said the proposed pump location would be about 1,341 linear feet from the hospital — roughly a quarter mile — and that nearby gas stations and a station under construction suggest the facility would serve eastbound motorists seeking interstate access. The applicant said Home Depot’s retail use is already permitted and this amendment would allow on-site equipment sales and rentals tied to a prospective Home Depot tenant.
A commissioner asked about noise and potential repair activity associated with equipment rental; the applicant said heavy repairs are not expected and that equipment would be staged near the street for customer access. Laura Gonzalez, staff planner, said she agreed with the applicant's presentation. The commission voted 6-0 to approve the amendment.
