Finance committee approves ordinances, special charges and corrections; rescinds one assessed charge

The Kenosha Finance Committee completed routine business and approved a range of ordinances, resolutions and claims at its Oct. 6, 2025 meeting.

The committee considered a proposed correction to Resolution 115-25: staff explained a system glitch had led to an erroneous special charge of $229.50 assessed to the property at 7603 Sixth Avenue and requested rescission. Mr. Roberts spoke to the committee explaining the mistake and the committee approved rescinding the charge.
The committee also approved a resolution to impose special charges for bulk trash removal on parcels for Project 25-006; staff described these as unpaid third-party bulk-collection charges from July and August that were not paid by the responsible parties.
Another corrective resolution reduced assessments for seven properties that had been overcharged under Resolution 89-25 for Project 24-1206 (sidewalk and curb-and-gutter program West). Staff said the request is to set the properties to the proper assessed amounts; the committee approved the correction.
The committee approved Disbursement Record No. 17 (total listed verbally in the meeting as $5,261,089.82) and later considered Claim of Tanya Zayah. The committee moved into closed session under Wis. Stat. § 19.85(1)(g) to discuss the claim, then returned to open session and approved the city attorney’s recommended disposition.
