Committee approves 2025 CDBG subgrantee agreements; mayor warns of federal funding risk

The Kenosha Finance Committee approved the 2025 Community Development Block Grant (CDBG) subgrantee agreements, covering a range of local nonprofit programs and services funded by the 2025 allocation.
Taylor Jones of the Department of City Development presented the packet and said the Common Council approved the 2025 CDBG program in November 2024 but the city did not receive federal funds until September 2025; the subgrantee agreements were therefore before the committee for execution.
The packet included scopes and budgets for the following subgrantees and programs (as listed to the committee): Boys & Girls Club of Kenosha (teen workforce/driver education and youth center soundproofing); ELCA Outreach Center (legal assistance); Kenosha Area Family & Aging Services (senior nutrition); Kenosha County Parks (Kemper Center restoration); Kenosha Literacy Council (Literacy for Life); Kenosha Welcome Center (housing and food access); Kenosha YMCA (Frank Elementary Achievers); I Network Inc. (community rental assistance); United Way of Kenosha County (volunteer income tax assistance); Wisconsin Women’s Business Initiative Corporation (technical assistance/loans); and Women and Children’s Horizons (legal/advocacy).
During the hearing the mayor thanked staff and singled out Taylor Jones for stepping into the role of managing the program. The mayor also warned that recent federal legislation had eliminated CDBG funding in the most recent federal bill and urged committee members and others to advocate for restoring the funding, saying the absence of CDBG funds would “have a dramatic impact on our citizens and our constituents here in Kenosha.”
The committee approved the subgrantee agreements and forwarded them for administrative execution. Chairperson Wilson and committee members recorded aye votes.
The agreements contain scopes and budgets in the packet; staff said specific dollar amounts and contract templates are included in committee materials.
