Finance committee approves 2026–28 successor agreements for two public-safety supervisory units

The Kenosha Finance Committee approved two mayoral resolutions that would implement across-the-board wage increases and benefit modifications for supervisory public-safety employees for 2026–2028.
The committee voted to approve item 8, a resolution affecting the Kenosha Professional Supervisory Officer’s Association (as listed on the agenda), and item 9, the successor labor agreement between the City of Kenosha and the Kenosha Professional Police Association. Both measures passed on roll call with the committee recorded as voting aye and were forwarded to the Common Council for final approval.
HR staff summarized the agreements and said the two resolutions are “nearly identical.” The HR director explained the measures provide multiyear wage increases for 2026–2028 and extend retiree dental benefits to the affected groups where applicable. The HR director said overtime language was clarified (not changing eligibility) and sick-leave rules were adjusted to address misuse rather than only excessive use. The collective bargaining agreement also replaces an older chemical‑screening policy with an updated drug-and-alcohol testing policy to reflect current best practices.
Committee members expressed support. One alderperson said, “I am glad to see that there is an increase because our police officers, they do a lot,” and noted appreciation for adjustments that affect hourly calculation for pay.
Both resolutions passed the committee and will go to the Common Council. The committee record shows aye votes from Chairperson Wilson, Alderperson Rosenberg, Alderperson Dyson and Alderperson Harper on both items.
