Votes at a glance: Carlisle workshop approves grant application, two subdivision time extensions, minutes and remote attendance

At the Oct. 1, 2025 Borough of Carlisle workshop the council approved several procedural and planning items by voice vote. The council did not take a formal vote on the draft "Community Trust and Local Autonomy" ordinance/resolution (that item was discussed and deferred to next week's regular meeting). Approve minutes: The council voted to review and approve the Sept. 3, 2025 workshop meeting minutes. Outcome: approved by voice vote.

CFA Local Share Account (Category 4) grant application: The council approved a resolution authorizing submission of an application to the Commonwealth Financing Authority Local Share Account (Category 4) for an amount not to exceed $200,000 to be used for construction of 88 accessible ramps throughout the borough. Motion moved by Councilor Stuve; the motion passed by voice vote. Outcome: resolution approved; staff directed to prepare and submit the application.

Time extension — Hidden Meadows Phase 2: The council approved a 90-day time extension request for Hidden Meadows of Carlisle LLC (preliminary and final subdivision/land development plan) to satisfy conditions of plan approval; the new deadline recorded in the meeting was Jan. 6, 2026 (requested per borough subdivision ordinance language cited). Outcome: approved by voice vote.

Time extension — 808 Walnut Lane: The council approved a time extension for consideration of the final minor subdivision plan for 808 Walnut Lane; the new deadline recorded was Dec. 31, 2025 (applicant: Douglas S. Brehm / Brehm Lebo Engineering; owners Karen E. and Mark H. Mallon). Outcome: approved by voice vote.

No formal action on ordinance/resolution: The council held extended discussion and public comment on the draft 'Community Trust and Local Autonomy' resolution/ordinance but did not adopt either a resolution or an ordinance at the Oct. 1 workshop. Council members described two procedural paths for next week: adopt the draft as a resolution (single-meeting action) or vote to advertise the identical text as an ordinance (requiring public notice of approximately 10 days and a later formal adoption vote). Outcome: no action taken at workshop; item expected on next regular meeting agenda.
