Marion County commissioners approved a consent agenda on Oct. 1 that encompassed multiple contracts, grants, amendments and human-resources actions across county departments.
Key items recorded in the consent motion included a contract with CFM Strategic Communications Inc. for federal lobbying services in the amount of $349,920 (term retroactive to Sept. 1, 2025 through Aug. 31, 2028); an amendment to an intergovernmental agreement with Mid Willamette Valley Council of Governments adding $283,677 in federal Community Development Block Grant funding (new IGA total $2,172,824) for homeowner residential rehabilitation; an amendment with DevNW for HOME Investment Partnership funding adding $62,500 (new contract total $142,500) and extending the term to Dec. 31, 2026; and a not-to-exceed $2,000,000 contract with BHOR Opco Salem SRTF1 LLC (dba Jority Behavioral Health) for residential treatment services through June 30, 2027.
Personnel and classification actions were approved, including reactivation of classification code 177 (assistant building official) and pay grade adjustments for multiple class codes. The county authorized participation in a national opioid settlement with multiple manufacturers and granted legal counsel authority to sign the participation form.
Public-works items included approval of Amendment No. 2 to Farline Bridge Inc.’s construction contract adding $189,007.89 (new total $3,731,417.62) for change orders on the Rambler Drive Southeast Little Pudding River bridge project; a $116,139 purchase order with True North Steel Inc. for a prefabricated superstructure for Sinker Creek bridge replacement; and a $250,000 amendment to Salem Health’s contract for services for outstanding invoices for adults in custody (new not-to-exceed $850,000) through Oct. 31, 2025.
A motion to approve the consent agenda was made and seconded; the board voted “aye” and the motion passed. County staff stated these items had been discussed at a management update prior to the meeting.
