Planning director briefs council on proposed conversion of 315 North Second Street to 10 apartments; applicant absent

The community and economic development committee on Oct. 7 considered Resolution 60-2025, a land development plan to convert the existing office building at 315 North Second Street into a 10-unit multifamily dwelling with associated site and access improvements.
Jeffrey Knight, the city planning director, briefed council on the application. He said the parcel combines three buildings internally connected in the 1980s and that the proposal provides unit variety (one- and two-bedroom units, including loft configurations) with one unit type reported at about 1,200 square feet. The applicant secured required zoning relief in June, and the planning commission recommended approval. Knight said the proposal includes eight off-street parking spaces in a rear lot shared with a Verizon facility.
Several councilmembers said they had substantive questions for the applicant about affordability, demographics, minority/WBE participation and the project timeline. The developer, Brennaman Properties LLC, did not appear at the committee meeting; Knight said he had spoken to the applicant on Friday and was told a team member would attend but none arrived.
Councilmembers discussed procedural options. Knight said the “deemed approved” date under local procedures is Nov. 4, giving the applicant time to appear before the legislative session. Councilwoman Daniels said she would not recommend adding the resolution to the next legislative session agenda until the council had confirmed whether any conflicts of interest needed to be resolved and the applicant could introduce the project in person.
No formal council vote on the land development plan occurred at the work session; the committee’s direction was to clarify conflicts and invite the applicant to present before taking final action.
