Advisory committee forwards several technical regulation edits to the BSRB board

The advisory committee reviewed a set of proposed updates to multiple Kansas Administrative Regulations (KAR) related to licensing, reciprocity, examination and supervised practicum and reached consensus to forward the recommended edits to the full board.
Key recommendations the committee agreed to refer to the board included:
- Applications (KAR 102-4-4a): change references from "director of the board" to "board" to reflect online application availability, and remove obsolete language requiring applicants with temporary licenses to take the exam within 12 months.
- Reciprocity (KAR 102-4-4b): align the regulation with recent statutory changes limiting reciprocity eligibility to candidates "licensed for one year with a similar scope of practice" rather than older multi-year-practice thresholds.
- Examination requirements (KAR 102-4-5a): permit master's-level licensees (LMLPs) to sit for the EPPP before finishing post-degree hours; update pass-score language from percentage references to the current EPPP numeric thresholds (400 for the master's-level benchmark / 500 for clinical-level), and remove outdated requirements that applicants register through the board rather than the examination vendor.
- Supervision and practicum (KAR 102-4-6a and 6b): add or clarify that academic practica/internships are eligible and update language to reflect contemporary supervision practices (for example, removing an unnecessary "on-site" requirement to recognize approved remote supervision where appropriate); review language referencing required hours (one regulation still cited 4,000 hours where the board now accepts 3,000 in some pathways).
- Renewal and reinstatement (KAR 102-4-9): clarify reinstatement versus renewal language, make explicit the board's temporary reinstatement license (up to six months) and update late-fee/reinstatement fee references to reflect statute and prior board policy that in limited circumstances reduced fees to support workforce reentry.
- Diagnostic reference (KAR 102-4-15): update the DSM citation to the current edition in use (DSM-5-TR).
Staff and committee members reviewed each item and proposed specific drafting changes. Leslie Allen, BSRB staff, guided the committee through the KAR citations and proposed redlines. The committee reached consensus on the technical updates and asked staff to prepare formal draft amendments for the board's next meeting.
Ending: Staff will prepare language for the board's agenda; the committee will re-review any items that require more substantive policy decisions at a future meeting.
