White County’s Budget Committee reviewed a series of grant-funded budget amendments and voted to forward most of them to the full county commission for approval, while tabling one EMS item pending additional details on training and operations.
County finance staff (presented by Mister Markham) described 10 general‑fund amendments and several special‑fund amendments. Key items the committee voted to send to the full commission included: a $197,792 JAG Reentry Services federal grant for jail reentry services; a $69,995 Mental Health Transport grant for the corrections department (100% grant); a COPS Drug Enforcement overtime reimbursement amendment (about $5,779, with $5,000 grant funding and $779 county share); a law‑enforcement hiring/bonus grant amendment ($17,336, with $15,000 in grant funding and $2,336 for associated benefits); a $185,348 School Resource Officer (SRO) grant to add an SRO for the alternative school (100% grant); technology and library training grants totaling roughly $14,050 (50/50 and state-funded items); and an allocation of $272,000 for Tennessee Opioid Abatement Council–related spending.
Committee members approved nine of the ten general‑fund amendments (items 1–5 and 7–10) and asked questions about one item: a $12,500 Tennessee Highway Safety Office (THSO) grant for EMS extrication equipment. Commissioner questions focused on who will carry and maintain extrication gear, liability and training; staff said the grant period extends to 09/30/2026 and that the county will coordinate extrication training and on-site classes. The committee asked staff to get further details from EMS leadership; the extrication-equipment amendment was noted as tabled for further discussion.
In the sanitation fund, the committee reviewed an approximately $2,083,720 amendment tied to Waste Management permit proceeds. Staff explained $603,720 would be shown as an increase in the fund balance (to meet state reporting parameters) and roughly $1,480,000 would be allocated for site development, architecture, engineering and building construction for a solid-waste site and tire-recycling facilities. The committee approved the solid-waste amendments and will send them to the full commission.
All forwarded amendments require full-commission approval; the committee’s motions to forward passed by voice vote (recorded as “all in favor, aye”) except where items were tabled for follow-up.
