Commissioners approve pay adjustment when staff moves to lower grade but keeps near previous pay

Kootenai County commissioners unanimously approved Oct. 2 a personnel action that reduces an employee's pay grade while permitting a higher step so the employee's pay remains nearly the same.
Stanley Mortensen, speaking for the prosecuting attorney's office, explained the employee must move from one grade to another "according to policy," but can perform much of the same work as before. Mortensen said he was requesting the downgrade with a higher rate of pay in recognition of the employee's ongoing responsibilities. "This will be a little bit of a pay reduction for her, but it's really close," Mortensen said.
Mortensen asked the board to approve the reduction in grade and the higher compensation level, specifying the pay placement would be "AT1 step 8." After a second, the motion carried on a recorded unanimous vote: Commissioner Eberline, Commissioner Duncan and Chair Metari each voted "Aye." The motion did not identify a mover or seconder by name in the public record.
The board's action directs payroll and the prosecuting attorney's office to effect the classification change and pay placement in accordance with county policy. Mortensen noted the employee will experience a small reduction in pay under the new grade despite the higher step placement.
This item was taken after the earlier higher-duty pay request and an executive session; no public comment was recorded on the matter.
