Surry County commissioners approve closure and removal from state maintenance of portion of Morrison Place (SR 1213) in Elkin

The Surry County Board of Commissioners held a public hearing Oct. 6 and approved a petition to close, abandon and remove a 0.02-mile portion of Morrison Place (State Road 1213) from the state-maintained road system.
County Manager Chris Knott told the board the North Carolina Department of Transportation received a petition on April 29 and that, following county procedures, the state board of transportation approved the closure after studying the matter. "We did run the legal ad as required by statute 3 consecutive weeks in the Elkin Tribune," Knott said during the presentation.

Knott said the abandonment will allow the developer to close on the property and that the section being removed will become part of the planned development; the board scheduled and held a public hearing as required by state statutes and received no public comment.
During the hearing, the board noted the section being abandoned lies west of the Chick-fil-A property off CC Camp Road in Elkin and that motorists will still be able to turn right onto Morrison Place and access other sections of the road after the closure. Commissioner Harris moved to close the portion of Morrison Place; the motion was seconded by Commissioner Hite and approved by voice vote with all commissioners saying "aye." No members recorded a dissent on the record.
Knott told the board the action followed the county's updated road-closure methodology and that the matter is now ready for the board's final decision after the required public notice and DOT actions. The board's vote approves the county portion of the process; actual conveyance or changes to adjacent parcels remain subject to the developer's site plan and municipal approvals by the town of Elkin.
Ending: The board voted to approve the abandonment at the meeting; no further county funding or land conveyance was authorized during the session. Knott and town staff will continue the process with DOT and the developer.
