The council, as framed in the district’s draft Board Policy EFB, must have a majority of non-employee parents. Staff member Mister Binkley told trustees the law allows the board to appoint additional community or employee members, but a majority of voting members must be non-employee parents — with a 14-member council that means at least eight parents.
