Committee removes conveyance to private golf club from Project 70 land swap and reports bill

The House State Government Committee agreed to an amendment and reported Senate Bill 467, a land‑exchange measure that, as amended, authorizes the release of Project 70 restrictions on land owned by the Pennsylvania Turnpike Commission and the imposition of Project 70 restrictions on land owned by the borough of West Mifflin.
Chairwoman Hill Evans summarized amendment A01575, which removes language that would have conveyed Project 70 land to the White Birch Golf Course and Restaurant in Rush Township, Schuylkill County, for $1. Hill Evans said the change reflected a request from the administration and the Department of General Services; she also described Department of Conservation and Natural Resources (DCNR) work to allow the golf course to use the land for parking without a conveyance of ownership.
Chair Roy and other members said the amendment altered the bill’s bipartisan balance by removing an item that benefitted a Republican district. Roy urged keeping the original conveyance in order to maintain bipartisan support.
Representative Boyer (phonetic) and others spoke to the administration’s request for the amendment and noted DCNR will permit non‑ownership use of the parcel for parking. The amendment passed on voice and roll call, and the committee reported the bill as amended.
