The East Ridge Planning Commission on Oct. 6 approved a rezoning request to change 1438 North Smith Street from RT-1 (townhome) to R-1 (single-family residential), allowing the property owner to build a single-family dwelling.
Planning staff said the parcel had been rezoned in Feb. 2003 to RT-1 to allow three townhomes, and that the lot is compatible with adjacent R-1 properties to the north. The staff presentation noted no nuisance concerns and described the requested rezoning as “revert[ing] the zoning back to R-1 to construct a single family dwelling.”
The applicant, who spoke at the lectern and identified himself as "Nikolai Timshuk, 6118 Airways Boulevard, Chattanooga," told the commission he purchased the property from his brother and cited parking as a primary reason for seeking R-1: “I bought it from my brother ... I didn't like the parking situation ... I don't wanna deal with that, so I'd just rather put a single family home and someone is gonna have great parking.”
Commissioners asked no substantive follow-up questions. The commission moved and seconded approval; roll call recorded affirmative votes from Vice Chairperson Howe, Commissioner Cornelius, Commissioner Williams, Commissioner Witt and Chairperson Tuggle. The motion passed.
Staff noted the parcel had been reduced from an earlier proposal of four townhomes to three because of parking concerns when RT-1 approval was previously considered. The transcript did not specify conditions of approval or an effective date for the zoning change.
