City staff said the amendment followed a request by Council member Leticia Hughes and noted existing language elects a mayor pro tem after each election.
Council member Hughes moved to approve the amendment, Council member Ken Waters seconded the motion, and the council approved the resolution by a recorded 5–1 vote. The Oct. 7 transcript records the motion, second, and the 5–1 outcome; the transcript does not show additional amendments to the proposed language during the meeting.
