Teton County opens 45‑day public comment on Planning and Building fee schedule; hearing set for Dec. 2

The Teton County commissioners on Oct. 7 authorized a 45‑day public review and comment period starting Oct. 15 on proposed amendments to the Planning and Building Services fee schedule and set a public hearing for potential adoption on Dec. 2, 2025.
Chris Neubecker, Teton County planning director, told the board the department has not updated its fee schedule since 2021 and that inflation and higher outsourcing costs have increased expenses. Neubecker said plan-review services provided by private firms—specifically West Coast Code Consulting—cost more than $200,000 in the last two years and that the department is not at full cost recovery.
Commissioners discussed the policy choice of full cost recovery versus subsidizing development, with Neubecker noting some communities waive fees for public-policy priorities such as affordable housing. Vice Chair Gardner and others asked whether fee increases are tied to staff time, comparative communities or cost-recovery goals.
Commissioner MacKer moved to authorize the 45‑day comment period beginning Oct. 15 and to schedule a public hearing on Dec. 2; Commissioner Carlman seconded. The motion carried unanimously.
Neubecker said staff will return with recommended fees after the public-comment period; commissioners invited public input on the balance between cost recovery and development policy.
