Teton County designates Tony Havel as supervisor of roads, authorizing local road orders

The Teton County commissioners on Oct. 7 unanimously designated Tony Havel as the county supervisor of roads, a role that carries authority for oversight, maintenance and certain regulatory orders on county roads.
Heather Overholser, Director of Public Works, presented Mr. Havel’s appointment and cited his 11 years as road and levy construction coordinator and prior construction experience. Overholser referenced Wyoming Statute 20 four-one-one 104 and Wyoming statute eighteen-three 705 as the statutes discussed during the presentation regarding road supervision and appointment procedures.
Tom Gingery explained that the supervisor of roads serves as the “local authority” who can set maximum speed limits and place traffic-control devices on county roads, and that Mr. Havel will be authorized to issue memos or orders—for example to set weight or vehicle‑type limits—during the forthcoming Fish Creek bridge closure in Wilson. Commissioners discussed public communication and coordination with the Wyoming Department of Transportation (YDOT) and Idaho Department of Transportation (IDOT) to post message boards at approaches such as Swan Valley, and noted YDOT resident engineer Bob Hammond’s coordination on related projects.
Overholser and Mr. Havel said the Fish Creek bridge closure is expected to last about 8 to 12 days, with discussion that it could be shortened to 6 to 8 days and that the construction contract includes penalties for exceeding 12 days. Commissioners approved a resolution designating Mr. Havel as supervisor of roads; Commissioner MacKer moved, Commissioner Carlman seconded, and the motion carried unanimously.
