Pelham council advances first reading of comprehensive business license ordinance update

City staff presented a comprehensive update to the City of Pelham business license ordinance during the Oct. 6 council meeting; the council held a public hearing with no speakers and the ordinance was advanced with a first reading (Ordinance 5-26).
Justin Smith, who presented the update, said the purpose was "to modernize and align the ordinance with Alabama law and current business practices, to add clarifying language and to unclear areas of it, to strengthen some of our oversight tools, improve public safety due process, and enhance taxpayer protection and update some of the licensing mechanics, as well as making fees more predictable and easily to ascertain, from the applicants." Finance Director Jamie Wagner was present to answer questions.
The council recessed for a properly noticed public hearing on the comprehensive amendment; no one came forward to speak either in favor or opposition. After the public hearing concluded, the council took first reading of Ordinance 5-26. The ordinance text included provisions to repeal and replace sections 5-1 through 5-27 of the city's code, make sections 5-1 through 5-19 effective immediately upon adoption, and apply sections 5-17 through 5-19 beginning with the 2026 business license year.
