County holds first readings on small-scale land-use changes and reviews preliminary subdivision exemption

The Board of County Commissioners heard multiple land-use items in a public-hearing block and took first-reading/initial actions or preliminary reviews as follows.
1) Gaskin Circle small-scale land-use amendment and rezoning (Ordinance 2025-33 and 2025-34). Staff reported the owners of a 1-acre vacant parcel requested a land-use amendment (very low density residential to medium density residential) and a rezoning from Residential Conventional Mobile Home (RCMH 2.5) to RCMH 0.5 to allow two dwellings on one acre so owners can provide a dwelling for parents. Staff and the Local Planning Agency recommended approval. The matter was presented as first reading; no public opposition was recorded.
2) Rezoning to heavy industrial for Burnham Construction site (Ordinance 2025-35). Staff described a request to change zoning on an existing industrial-use 20-acre parcel on Enterprise East Boulevard from light industrial to heavy industrial to allow asphalt manufacturing. The parcel has an industrial land use already; staff said heavy industrial better fits the applicant’s intended manufacturing use. Staff and the LPA recommended approval; no public opposition was recorded in the hearing.
3) Preliminary subdivision exemption (approx. 18 lots on ~222 acres north of National Forest Road 231). Staff presented a revised preliminary plat reducing an earlier 19-lot plan to 18 lots (no flag lots) and said each lot would be 10 acres or larger, consistent with AG-10 zoning and the county’s land-use rules. Staff noted the Lots 14–16 touch a mapped flood zone and that a gas-line easement crosses several lots; the road maintenance agreement for National Forest Road 231 (owned by the U.S. Forest Service and maintained by the county) was noted in staff materials. Staff and the LPA recommended approval of the preliminary subdivision exemption. Commissioners asked operational questions about road maintenance and conveyed that additional grading/maintenance would be required if development occurs.
The board did not record any defeated motions on these hearings and moved the first readings and preliminary approvals forward according to the standard process; final actions or subsequent required documentation were not recorded at the meeting.
