Summary
Florida Department of Transportation staff briefed commissioners on a tentative five-year program that includes bridge replacements, resurfacing, rest area improvement and transit operating funds; public comments accepted through Nov. 20, 2025.
Florida Department of Transportation (FDOT) staff presented the tentative 5-year work program affecting Baker County, listing projects the department expects to advance between 2027 and 2031 and inviting comment.
David Tyler of FDOT reviewed projects in the district list and left commissioners with printed copies. Key items mentioned include: County Road 120 bridge replacement over the St. Marys River (funded at about $8.5 million in 2028); County Road 125 off-system resurfacing and related work (roughly $1.2 million in 2027); County Road 229 bridge replacement (about $6.7 million in 2028); a rest area improvement on I-10 eastbound in 2031 ($2.5 million); a PD&E study for widening I-10 from County Road 125 to 301 (2031); a median-barrier safety project on I-10 in 2027 (approximately $10 million); a Richardson Road bridge replacement in 2029 ($5 million); resurfacing of State Road 121 (I-10 to Georgia line) in 2028; ongoing bridge maintenance funding through 2031; continued signal maintenance and lighting agreements with Baker County; and rural transit operating and administrative funding for 2027–2031.
Tyler noted solicitation windows for several state grant programs: Safe Routes to School (Sept. 30–Jan. 31), Transportation Alternatives (Oct. 22–Jan. 22) and other scoping/grant cycles. He said FDOT will host a public hearing on the tentative work program in Jacksonville and accept written comments on Baker County projects through Nov. 20, 2025; the statewide program is adopted by the state secretary on July 1, 2026, after legislative review.
Commissioners asked for follow-up on specific projects including the Reynolds (Reynolds Bridge) PD&E and status of right-of-way for Reed Street reconstruction; FDOT staff said the Reynolds PD&E is in progress and that some projects are awaiting right-of-way recording due to deed execution issues that must be re-signed. Tyler also encouraged local officials to help constituents navigate grant applications and contact lists in FDOT’s resource guide.
FDOT staff left contact information and encouraged county comment on the tentative program before the Nov. 20 public-comment deadline.
