Board approves ACTI personnel budget amendment; committee discusses emergency nursing agreement

The Gettysburg Area School District Board of Directors voted to approve a budget amendment requested by Adams County Technical Institute (ACTI) to adjust personnel compensation and fund an additional staffing change.
Belinda (staff member) explained the ACTI amendment and said the institute had difficulty filling a part-time lab assistant position at the proposed hours and salary, prompting a request to convert staffing and add a full-time teacher and a salary adjustment. ACTI representatives said they had advertised and interviewed candidates; the district and the Lincoln Intermediate Unit and the Pennsylvania School Boards Association provided compensation comparisons that supported the requested adjustments.
Board members asked several operational questions. Kathleen (board member) asked why the part-time role was difficult to fill; Morgan/Strickler (ACTI staff) responded that health-care workers could not afford to leave full-time positions for a part-time role. The board also asked whether the acting superintendent of record had been compensated; ACTI staff said that the incumbent had not been compensated to date and that a new superintendent of record would be actively involved in ACTI oversight and might require compensation tied to project work. Michelle (board member) asked whether a $15,000 stipend for support during potential land purchase and building work would be temporary; ACTI staff replied the joint operating committee would decide and that the building project might take three to five years.
On roll call the ACTI personnel budget amendment passed 6–3. Voting yes were Alice, Ryan, Mike, Jeremy, Tim and the board president. Voting no were Al, Michelle and Kathleen.
Separately, the board discussed an informational item: an ACTI emergency nursing service agreement. ACTI staff said the agreement would provide emergency nursing assistance from the Gettysburg High School nurse for incidents at ACTI and that districts would be reimbursed for nurse time in emergencies. The board was told this was limited to emergency response and not intended to shift ongoing recordkeeping for students with established care plans; home-district nurses would coordinate plans of care and medication administration as appropriate.
Ending: The board approved the personnel amendment and recorded the ACTI emergency nursing agreement for future coordination; administrators said they would report back to the board on implementation details.
