City planning staff presented a second-reading public hearing and recommended adoption of amendments to the Hopewell zoning ordinance that clarify sign regulation across business districts and other sign categories.
Deputy Director Davis and planning staff said the ordinance package responds to multiple business and property-owner requests and planning commission recommendations. Key changes include modified area and height requirements for freestanding signs in B-2, B-3 and B-4 districts; allowance for an additional freestanding sign on through lots in B-3 and B-4 without a modification request; exemption of small signs under 4 square feet from monument-sign requirements to allow directional signage; a modest right-of-way setback requirement to reduce the risk that a sign could fall into a public right-of-way; a maximum aggregate window coverage of 25% for both temporary and permanent window signage; and clarified awning-sign area rules.
Davis said the planning commission initiated the amendments in July and recommended approval. No members of the public signed up to speak at the hearing. Vice Mayor Joiner moved to adopt the amended articles as presented; the measure passed on roll call, 7-0.
