Council approves conditional-use permit for Weston Manor pavilion and museum campus

City staff and the Historic Hopewell Foundation asked the council to approve a conditional-use permit (CUP) for 400 Weston Lane, two parcels identified as 0610231 and 0610232, to make Weston Manor a legally conforming museum use and to allow construction of an accessory pavilion.

Chris Ward, city planning staff, said the property is zoned R-4 and that the council recently added “museum” as an allowable use in that district; the CUP would remove the property’s legal nonconforming status and allow replacement of an existing semi-permanent structure with a permanent pavilion. Ward said planned amenities include ADA-compliant restrooms, a warming kitchen, storage and a climate-controlled archive area that the site currently lacks.

Dan Robbins, representing the applicant Historic Hopewell Foundation, described the pavilion as a cultural facility for lectures, educational programming and private events; he said the pavilion is designed for 133 seats and that no events to date have exceeded about 100 attendees. Tom Wagstaff, a Ward 4 resident and volunteer with the foundation, described free public concerts held on the site and thanked staff for support. Two other public commenters raised unrelated concerns during the session: Karen Thayer spoke about a denied veteran tax-relief application and requested staff follow-up; Ed Houser criticized council expenditures on an out-of-city retreat.

Councilor Doreen moved to approve the CUP for parcel 61-0232 (400 Weston Lane) with the first two staff conditions (administrative combining of the two parcels and construction of the pavilion substantially in conformance with submitted plans); the motion was seconded and passed by roll call, 7-0.

Staff noted the applicant is already working on the administrative resubdivision required by the approval.
