Conway, South Carolina — The Conway City Council at its Oct. 6 meeting approved on first reading an ordinance to annex roughly 0.341 acres at 4 Clemson Road and voted to deny a separate annexation request for about 0.19 acres at 503 University Forest Drive.
The annexation for 4 Clemson Road is in the Coastal Heights subdivision. Planning staff told council the city's future land use map identifies the property as R-1 (low-to-medium density residential) and staff will present a zoning-map amendment to the Planning Commission on Nov. 6 before final action by council.
“This property is within the Coastal Heights subdivision at the corner of Singleton Ridge Road,” Planning staff member Miss Hooks said, adding that restrictive covenants were recorded Sept. 24 and the property appears to be owner-occupied.
Councilmember Scuffinch moved approval of first reading; Miss Helms seconded. The motion carried unanimously.
Council separately considered an annexation request for 503 University Forest Drive, a parcel in the University Forest subdivision. Staff said the request was submitted by a power of attorney for the estate of a deceased owner and that sanitation services are not currently provided in that subdivision. Council heard that prior annexation requests in University Forest had been denied.
A motion to deny the annexation of 503 University Forest Drive carried unanimously. The council record does not list a roll-call tally in the public transcript; the minutes record the outcome as unanimous.
What happens next: For the 4 Clemson Road property, staff indicated Planning Commission review on Nov. 6 and a subsequent council ordinance to amend the zoning map and finalize annexation likely later in November or in December. For 503 University Forest Drive, the council’s denial ends the current request; staff noted the area lacks city sanitation service and that prior annexation requests in the subdivision had been denied.
