Wagoner council tables splash-pad design work order to January for engineered estimate

WAGONER, Okla. — The Wagoner City Council on Oct. 6 voted to table a $14,770 work order for professional services to develop plans, specifications and a bid package for a proposed splash pad until January 2026.
Councilors said they wanted an engineered cost estimate and a completed design before approving spending tied to the project and before committing funds or applying for grant cycles. A consultant from the Infrastructure Solutions Group LLC told the council it would take about 60 to 90 days after staff meetings to produce an acceptable engineered design and estimate suitable for bid and potential grant applications. The council directed staff to return with that design at the January 2026 meeting.
Cherokee Nation funding was discussed during related agenda items; staff said the Nation has provided funds in prior cycles and that recipients must provide a 10% match, which may be cash or in-kind labor ("sweat equity"). The consultant said Cherokee Nation funds can be held until the city is ready to execute a project contract, but the council also heard that future cycles may be competitive.
Councilors emphasized the need to advertise the project for competitive bids once engineered plans are ready, and a council majority agreed that tabling the work order until January would allow staff to return with the required scope and estimate. The motion to table was approved on roll call.
