Commissioners direct staff to issue RFP for county health insurance

Holmes County commissioners directed staff to issue a Request for Proposals (RFP) to competitively solicit health insurance plans for 2025-26 after a recommendation from the county’s insurance committee.
The insurance committee—comprised of the sheriff, supervisor of elections, property appraiser, tax collector and county staff—met and recommended bidding out the county’s health insurance to ensure competitive pricing and to “keep everyone on the same playing field,” according to the committee report presented at the meeting. Committee members and other speakers noted differences in insurance rates among local employers (county, school board, and prison system) and discussed the potential for legislative action to consolidate pools for lower rates.
Commissioners asked staff to work with the county attorney and the committee’s legal counsel to draft and issue the RFP. Board members asked questions about possible runout or transition costs, and staff said those costs depend on outstanding claims and the structure of any new plan. One staff member observed that switching carriers previously raised issues with provider networks and continuity of care.
The board voted to begin the procurement process; the county attorney was instructed to review the RFP language and contract terms before issuance. No final plan selection occurred at the meeting.
