Lock Haven council approves three-year police contract with 3% annual raises and pension contribution change

Council approved a three-year collective bargaining agreement with the Lock Haven Police Officers Association covering Jan. 1, 2026–Dec. 31, 2028, that formalizes 12-hour scheduling language, restores some holiday provisions, sets 3% annual salary increases and requires officers to contribute 2% of W-2 earnings to the city police pension fund.
The Lock Haven City Council approved a three-year collective bargaining agreement with the Lock Haven Police Officers Association covering Jan. 1, 2026, through Dec. 31, 2028.
City staff told council the agreement converts an existing 12-hour memorandum of understanding into the contract scheduling language, restores some prior holiday provisions, and sets the salary increase at 3% per year. The agreement also requires officers to contribute 2% of their W-2 earnings to the city’s police pension fund.
A council member who served on the negotiating committee thanked the officers who participated in bargaining and described the sessions as constructive. “I think this year’s negotiation went pretty smoothly,” the committee member said, and added that there was “a lot of really positive back and forth.”
Council voted on the agreement and staff recorded that the motion carried. No amendment or dissent was recorded during the meeting.
The agreement will take effect Jan. 1, 2026, as specified in the contract language provided to council.
