City housing staff presents annual affordable-housing pilot report to board
Summary
City housing staff provided the Health, Educational and Housing Facilities Board with an annual report summarizing pilot agreements and Affordable Housing Fund activity; staff said most projects are in compliance and that the county posts pilot data publicly.
Sandra Gover, director of the city's Housing and Community Investment division, presented the board with the annual report on the city's affordable housing pilot program and related Affordable Housing Fund activity.
Gover gave a multi-year overview of the pilot program, noting changes since the program’s 2002 beginnings, a 2014 expansion and a 2016 amendment that changed affordability thresholds for some approvals. She summarized projects currently in service and those under development, and described how the funding “capital stack” commonly layers THDA awards, bond issuance and city funding. The presentation included a summary spreadsheet of projects, unit counts by income category, and a status update on developments that have completed construction and those under development.
Gover said the city accepts THDA compliance reports where projects have THDA funding and otherwise performs its own compliance monitoring; she said the city requests annual compliance reports from developers and conducts on-site reviews where necessary. A board member asked whether the report is public-facing; staff said the summary is available on request and that Hamilton County maintains a public county website where pilot records can be downloaded.
Why it matters: The annual report provides the board with an oversight tool to track affordability commitments, funding flows and project compliance across pilots and funded projects. Board members asked about expanded inspection authority in the revised pilot and were told compliance and inspection provisions are included in the program's documentation.
No vote was required for the presentation; staff provided the report for the board’s review and discussion.
