The Health, Educational and Housing Facilities Board approved a resolution authorizing the chair or vice chair to execute a quitclaim deed transferring the board’s leasehold interest in Walnut Commons to Turner Chattanooga LLC.
Nathan Turner of the city attorney’s office told the board the pilot for Walnut Commons was granted around 2010 and that the development was built around 2008–09. He said the pilot term will sunset on Dec. 31, 2025, and that the lessee under the original lease has an option to purchase at the end of the pilot term. Turner said the board’s interest in the property was a leasehold interest rather than a fee-simple ownership.
The board asked whether the transfer would affect residents; Turner said it would not change residency status and that the transaction transfers the leasehold interest to Turner Chattanooga LLC pursuant to the option-to-purchase provision in the original lease. The board approved the quitclaim deed authorization by voice vote with no recorded opposition.
Why it matters: The transaction completes a lease-to-purchase exercise at the end of a pilot that has been in place for more than a decade. City counsel emphasized that the pilot's sunset and the exercise of a purchase option are part of the lease's original terms and that the transfer changes ownership structures but not resident tenancy under the existing agreements.
