Parks and planning staff on Oct. 15 presented a draft parks‑use classification system that would standardize how groups are categorized for fees and access to athletic fields and facilities.
Planner Kyle said the classification divides users into tiers (examples include nonprofit youth/adult recreation groups and other nonprofits) and links those classes to a fee schedule. Kyle asked commissioners for feedback on wording and distinctions between class 2 and class 3 users; commissioners noted the language needed clarification so groups are placed in the appropriate category rather than requiring a custom decision for every applicant.
Kyle explained the classification is intended to provide a consistent approach for groups that use fields and facilities, while acknowledging nuanced cases — for example, booster clubs or other organizations that charge admission or run concessions could be classified differently. He said the draft fee schedule in the packet is provisional and that the commission will be asked in November to recommend a final fee schedule for City Council approval.
Staff also reported ongoing, positive negotiations with FLAWBA (a local nonprofit that manages field use at some city facilities). Cindy, representing FLAWBA, attended and told commissioners the group is reviewing the changes and budgeting for higher fees in its planning; staff said FLAWBA will continue to receive a reduced rate compared with market field use costs under the proposed arrangement but that the city will assume additional maintenance and equipment responsibilities as part of the new structure.
Kyle said staff will refine wording for the class definitions and return in November with a revised policy and a recommendation for a fee schedule.
