Paul Zakari of the Public Works Department told the committee the applicants applied for a special treatment allowing a stained concrete driveway in the city right-of-way and had signed an acknowledgment accepting liability: if the city or a utility must cut through the driveway for work, the homeowner agreed to restore it as plain (non-stained) concrete at the homeowner—s expense. Zakari recommended committee approval contingent on that acknowledgment and on the revocable nature of the license.
