Poulsbo, port staff to draft interlocal agreement on seized vessels and cost sharing

City and Port of Poulsbo staff said they will draft an interlocal agreement (ILA) or memorandum of understanding (MOU) to clarify roles, processes and costs when police or port staff seize vessels.
Why this matters: officials said ambiguity about who pays for impoundment, storage and disposal creates administrative delays and financial burden for local taxpayers. City and port managers said they will adapt models used in other jurisdictions to Poulsbo’s needs.
Chief Ron Harding and port manager James Weaver said they will work with the city attorney to prepare language that specifies when a vessel may be seized, how it will be stored, how costs and insurance claims are handled, and how disposal proceeds will be credited. “We’re trying to find an agreement for seized vessels — a clear definition of mortgage during those impoundments, how those are disposed, cost sharing, insurance and the other aspects,” Harding said.
Staff emphasized there is not a current joint document in place and that drafting this agreement is intended to reduce future disputes and speed operational decisions.
Next steps: Police, port management and the city attorney will draft the ILA/MOU and circulate it to port commissioners for review. The agreement will be adapted from existing models used elsewhere and tailored to state law and local practice.
