Scientists, conservation partners and several public commenters urged the State Water Resources Control Board’s panel to explicitly credit cover-crop adoption and to support incentives and technical assistance that boost on-farm adoption.
Dr. Eric Brennan, in a video shown to attendees, described agricultural efficiency as central to both productivity and environmental outcomes: “La eficiencia es importante en nuestra agricultura, porque pienso que la eficiencia en la agricultura es también un la muestra de la marca de los del nitrógeno en nuestros sistemas,” he said, explaining how cover crops and timing can reduce winter nitrate leaching.
Researchers from Stanford and other institutions presented early experimental data from Salinas and other coastal fields. Sierra Castañeda and Ana Gómez, doctoral researchers, said two years of replicated trials comparing bare fallow with cover-crop treatments showed lower nitrate losses where cover crops were used. “Estamos analizando datos de los primeros 2 años de los cultivos cubiertos… estamos viendo que hay menos pérdidas del nitrógeno,” Sierra Castañeda said.
Several presenters reviewed prior incentive programs and temporary crediting structures (including a prior “credit” policy in a regional order) that drove higher adoption rates while in place. Dr. Brennan and other speakers said adding credits substantially raised on-farm adoption and helped local conservation districts and extension programs expand outreach.
Conservation groups asked the panel to consider a multi-pronged approach: (1) restore or design crediting/incentive payments that reflect measured water‑quality benefits, (2) pair credits with technical assistance to ensure correct cover-crop species and timing, and (3) include credits in regional compliance alternatives for areas with distinct farm types and cropping cycles.
Why it matters: multiple presenters tied cover-crop adoption to measurable reductions in nitrate leaching in field experiments and long-term studies. Commenters argued that crediting would accelerate adoption and reduce near-term nitrate risk to groundwater and drinking-water supplies.
