DWR outlines current Riverine Stewardship funding, Prop 4 planning and eligibility rules for applicants

A Department of Water Resources presenter, Gabriel Edwards, gave a summary of DWR grant resources, current solicitations and early details about funding expected under Proposition 4.
Why it matters: DWR manages multiple programs that fund drinking water and watershed projects in California; an anticipated Prop 4 rollout will direct new funds to several DWR programs.
Edwards said DWR’s grants and loans webpage and the California Grants Portal are the best places to find up-to-date DWR opportunity listings and that the Open Solicitation section lists programs currently accepting applications. He noted that program eligibility varies: generally, DWR grant applicants are public or local agencies, tribes or certified nonprofits; private individuals and landowners are typically ineligible except in rare, explicitly stated program exceptions.
Edwards identified the Riverine Stewardship Program as DWR’s only active funding program at the time of the fair. He said it had about $6,000,000 available, focused on habitat restoration and green infrastructure to improve fish passage and riverine habitat, and limited primarily to counties within the Association of Bay Area Governments and areas in the Delta export service area or areas that receive State Water Project or Central Valley Project diversions from the Delta. Edwards referenced Water Code sections in describing program consistency requirements and advised applicants to consult program guidelines and DWR public notices for exact eligibility and scope.
On Proposition 4 implementation, Edwards said DWR expects to distribute Prop 4 funding through an emergency regulation process and that timelines and details were still being developed. He listed program areas DWR expects to receive Prop 4 funding for, including the Urban Streams Restoration Program, Sustainable Groundwater Management, Water Desalination, Watershed Resilience, Flood Control Subventions and a Small Communities Flood Risk Reduction Program, and he urged applicants to monitor DWR public notices for updates.
